The human development paradigm is a holistic model.
It embraces every development issue,
including economic
growth, social investment, people's empowerment,
provision of basic needs and social safety nets,
political and cultural freedom and all other aspects of
people's lives.
A composite index of socioeconomic progress which has
three key components:
-Longevity measured by life
expectancy at birth.
-Knowledge measured by adult
literacy (2/3 weight) and mean years of schooling (1/3
weight).
-Income measured by current global average
real GDP per capita in purchasing power
parity: dollars.
The Task Force on Human Development is an initiative
of the Government of Pakistan and is separate from the
non-governmental Human Development Foundation of North
America (HDFNA). The mission of the Task Force,
however, is closely in line with the mission statement
and goals of HDFNA. Also, three of HDFNA's
executive officers were invited by the Government of
Pakistan to participate in the Task Force itself.

The Task Force will have an initial period of
planning and research before the final plan of action
will be formulated. This final plan is scheduled
to be released at the end of December, 2001. After
that, the implementation process will begin in full
